To address growing safety concerns, the Goodyear City Council has approved a new municipal ordinance regulating the operation of electric bicycles and e-scooters across the city. Before full civil enforcement begins in November, the Goodyear Police Traffic Unit is launching a public education effort, which includes hosting three free community outreach events this August. Families are encouraged to bring their e-bikes and e-scooters to receive direct equipment guidance and get answers to operational questions to the following events:
11 a.m.- 3 p.m. Saturday, Aug. 8
Estrella South Lake Park parking lot, 11001 S. San Miguel Dr.
11 a.m.- 3 p.m. Saturday, Aug. 15
Goodyear Recreation Center, 420 S. Estrella Pkwy.
11 a.m.- 3 p.m. Saturday, Aug. 22
YMCA Goodyear lobby, 2919 N. Litchfield Rd.
The new city regulations establish clear standards regarding age restrictions, safety equipment, road positioning, and operational limits. The ordinance bars riders under 16 years old from using higher-speed e-bikes, prohibits those under 14 years old from riding most e-bikes and restricts children under 12 from using electric scooters. Helmets are required for riders under 16.
On the road, riders must use designated bike lanes when available, obey posted speed limits, and stay off higher-speed roadways when operating e-scooters. The city also holds the authority to restrict e-device speeds or access in crowded municipal parks.
Parents or legal guardians may also be held responsible for fines if a minor repeatedly violates the safety rules.
