Chandler commission OKs rezoning of salvage yard

Chandler’s Planning and Zoning Commission doesn’t have a lot to vote on this time of year.

In fact, after the commission met for a few minutes one November evening and approved a single action item, its two December meetings were canceled, so the next meeting isn’t until Jan. 15.

The commission unanimously recommended rezoning, preliminary plat approval for an industrial development within three lots and a preliminary development plan approval for an automotive accessory sales and installation facility at its Nov. 20 meeting.

Chandler 56 is the name of the development project for the 13.9-acre site, located about a quarter-mile north of the northeast corner of 56th Street and Chandler Boulevard in west Chandler, according to a staff report.

The zoning change is from planned-area development, or PAD, to planned industrial, or I-1 type use.

The two parcels involved have been an auto storage and salvage yard. The parcels have been zoned as PAD since 1987 and 1994, respectively. It’s currently home to an industrial storage yard with a warehouse, repair garage, and other smaller buildings.

The automotive accessory sales and installation facility will have single-phase construction of three “flex” industrial buildings allowing for light industrial uses, research and development, tech-related businesses and automotive accessory sales and installation uses, the report states.

The parcels are currently owned by Sun Valley Community Church and were previously owned by Valley Christian Schools. The staff report states both the church and the school considered expanding their operations to the site, but decided against it after discovering how many constraints there are on how the site can be used.

Incompatibility with city-adopted plans — designating the site as industrial — were deterrents to church or school development as well.

Staff added a stipulation to prohibit church and school uses on the site, the report states.

The site plan has been designed around a 60-foot-wide gas easement that runs through the middle of the property. This ares will be used as a fire lane that doubles as a landscaped, pedestrian walkway.

The walkway will be constructed with stabilized decomposed granite and landscaped in a way that encourages walking through it, the report states.
