From snowblower to Sun City: RCSC president looks ahead

Tom Foster, Recreation Centers of Sun City president, said he knew he had to move from Iowa when one February day in the 2010s the snow was so heavy that his snowblower couldn’t handle it. The sunny state of Arizona was an obvious choice to never shovel the driveway again.

Before coming to Arizona, Foster worked as a public utility regulator then did treasury work, selling bonds and running institutional portfolios. He was offered a similar job in Sun City and made the move.

He got involved with the RCSC because he thought the methodology for figuring out how to spend money within the group was not well documented. So, he helped write the first attempt at how the RCSC would make sure there was “adequate review and authorization before funds were spent.”
