Gilbert Town Council tightens code of conduct to protect staff from intimidation

Gilbert Town Council has unanimously adopted stricter rules governing elected officials' interactions with town employees, seeking to protect staff from intimidation, harassment and political pressure.

The 7-0 vote Oct. 20 came after Vice Mayor Chuck Bongiovanni and council members Monte Lyons and Jim Torgeson proposed changes to the town's code of conduct, citing concerns about employee treatment and accusations directed at the Gilbert Police Department.

The revisions restrict council members' ability to independently contact employees, demand meetings or record conversations without consent. They also apply to members of town boards, commissions, committees and task forces.
