Sun City West resident Caroline Trotter was prompted to write a bill after dealing with challenges with neighbors and her own homeowners association.
“The problem with my own board was they refused to enforce the rules I complained about, and I was forced to file lawsuits on my own, even though they claim this is a service they offer to all members and are legally required to enforce equally,” said Trotter.
She said the rules violated by her neighbors devalue her property by blocking the golf course view, among other violations.
