The Arizona Registrar of Contractors is adding Leo Andrew Wieck, 44, of Scottsdale, to the AZ ROC's Most Wanted Unlicensed Entities List after a second felony warrant was issued for his arrest.

On Oct. 2, the Maricopa County Superior Court issued a grand jury warrant for Mr. Wieck’s arrest.

Wieck DBA EMConstruction, Solscape LLC and Desert Storm Contracting LLC face the charge of fraud-illegal use of a credit card, a Class 5 felony, after an ROC investigation found Mr. Wieck claimed to be a licensed contractor in order to have a Phoenix homeowner pay him $10,680 for landscaping work. The homeowners allege Mr. Wieck fraudulently withdrew $4,000 from their account without permission.

Prior to the warrant, the Maricopa County Superior Court issued another grand jury warrant for Mr. Wieck’s arrest on Aug. 20.

In that case, Mr. Wieck faces the charge of fraudulent schemes and artifices, a Class 2 felony, stemming from an ROC investigation that found Mr. Wieck represented himself as a licensed contractor so a Phoenix homeowner would pay him $30,000 for a new pool installation. Mr. Wieck started the project but disappeared before it was complete.

Mr. Wieck is also wanted on a failure to appear warrant issued by the Encanto Justice Court on July 19. In that case, Mr. Wieck is being charged with contracting without a license, a Class 1 misdemeanor, after an ROC investigation found a Phoenix homeowner paid him $53,539 for a pool installation. Following concerns with the workmanship, the homeowner discovered Mr. Wieck was not licensed to perform the work and filed a complaint.

The ROC frequently receives complaints where an unlicensed entity claims to be licensed. The ROC reminds property owners to ask contractors of their license status and to check the license using the contractor search at www.roc.az.gov or giving the Agency a call at 1-877-692-9762.
