The seven-member board conducts hearings and makes recommendations to the Mesa City Council on requests for changes in zoning and on required site plans. The board also considers and recommends changes in the city’s long-range plans and in the municipal code concerning planning and zoning matters, according to the city’s website.
The Springs at Eastmark development with 276 multifamily units is planned on 16.7 acres on the east side of the 4400 block of South Ellsworth Road, south side of the 9200 to 9500 blocks of East Warner Road, west side of the 4400 block of South Inspirian Parkway and north side of the 9200 to 9500 blocks of East Ripple Drive.
Erin Conway of Continental 552 Fund LLC is the applicant for a site plan. DMB Mesa Proving Grounds LLC is the owner.
“The Springs development will be an upscale, market-rate community consisting of three three-story residential buildings and seven two-story residential buildings. The community will also include a clubhouse, resort-style pool and hot tub, pet playground, storage lockers, picnic areas, covered parking options, and other tenant amenities,” Ms. Conway wrote in a project narrative.
“We much appreciate the opportunity to become a part of the Eastmark Community and look forward to working with city of Mesa on this development. With the continued growth of this submarket, we expect that this community will help meet the demand for rental housing and will also serve as a core component of the residential living environment within the larger Eastmark development,” she said.
Ten buildings containing studio, one-, two- and three-bedroom units; a resident amenity; and clubhouse building are planned, City Planner Cassidy Welch said in a memo to the planning and zoning board.
“According to the applicant, the amenity and clubhouse facility will include an office and a lounge area, a kitchen and a fitness center, a swimming pool and a hot tub, a basketball court, a fire pit and a turf game area. In addition, the site plan also shows provision of other amenities scattered throughout the development that include two large pet playgrounds and walkways within the development,” Ms. Welch said.
