Preliminary plats for homes at an Eastmark subdivision and changes at an office condominium development were approved recently by the Mesa Planning and Zoning Board.
They were approved unanimously as part of a consent agenda at a meeting Dec. 16.
The seven-member board conducts hearings and makes recommendations to the Mesa City Council on requests for changes in zoning and on required site plans. The board also considers and recommends changes in the city’s long-range plans and in the municipal code concerning planning and zoning matters, according to the city’s website.
Homes at Eastmark
A preliminary plat was approved for 602 single-residence lots for Eastmark Development Unit 2 phases 1 and 2 on 142.29 acres plus three parcels with no current proposed developments on 42.13 acres.
The property is on the east side of the 4000 to 4400 blocks of South Ellsworth Road, on the north side of the 9200 to 9800 blocks of the East Warner Road alignment, on the west side of the 4000 to 4300 blocks of the South Eastmark Parkway alignment and on the sought side of the 9200 to 9700 blocks of the East Mesquite Street alignment.
Christina Christian of Brookfield Properties is the applicant for the preliminary plats. DMB Mesa Proving Grounds LLC is the owner.
The project is designed to provide a density transition from south to north with lower density to the south and higher to the north, according to a project narrative.
“The proposed pre-submittal for the preliminary plat for DU2 Phase 1 and 2 of Eastmark provides a wide variety of land uses that blends seamlessly in the fabric of the overall community,” it states.
The site is within the Eastmark Community Plan and adjacent to other residential properties. The Mesa Planning and Zoning Board on Feb. 26 approved a development unit plan for development unit 2 of the Eastmark Community Plan, City Planner McCann said in a memo to the planning and zoning board.
Office condominium site
Changes to a Siena Springs Office Condominium development are planned on 6.23 acres on the south side of the 7200 block of East Baseline Road.
Dorothy Shupe of Sketch Architecture Co. is the applicant for a preliminary plat. Owners are Siena Springs Office Condominium Association; GSS Partners LLC; Safrin Investments LLC; Quick Tax Refund LLC; 7233 E. Baseline LLC; Score 1 Investments LLC; WLT LLC.; Sienna Springs LLC, 7227 E. Baseline 114-117 LLC; B and N Properties LLC; Seasider Investments LLC; Pro 2:21 LLC; Siena Springs 103 LLC; Palmer Dental Property LLC; and Palmer J/Mia S.
Along with a lot split/plat, a future development with a different owner will be developed on the land, according to a project narrative from Sketch Architecture Co.
“Currently, the site will stay within the 18,000 square feet of the original development, although the configuration and number of buildings will change. The new development will adhere to the previously approved zoning uses of offices and medical. Additional parking will be added, as required,” it states.
The request is for approval of a preliminary plat to amend the Siena Springs Office Condominium plat that was approved in 2006. Some of the buildings have been developed, with a portion of the property vacant, City Planner Evan Balmer said in a memo to the planning and zoning board.
“The subject request conforms to the goals of the ‘neighborhoods’ character area as it will allow development of office and commercial uses to fulfill the goal of providing such non-residential uses to support the neighborhood and allowing such uses also along arterial road frontages and major street intersections,” he said.
