With nearly three decades of experience in public works and engineering and a strong commitment to mentoring the next generation of engineers, David Fabiano, Gilbert's assistant public works director, has redefined what it is to serve, inspire, and lead in the public works and engineering sphere.
Since joining Gilbert as a town engineer in 2016, Fabiano spearheaded a $1 billion capital improvement program, transforming the town’s infrastructure.
Under his guidance, Gilbert has modernized water and wastewater systems, improved traffic operations at more than 200 signals, and embraced sustainable infrastructure initiatives.
He has also addressed critical challenges in right-of-way management and traffic engineering, setting new standards.
Beyond his work in Gilbert, Fabiano has also played a pivotal role on the national stage. He was recognized as a Top 10 Public Works Leader of the Year in 2017. He also served as an officer and board member for the Arizona Chapter of the American Public Works Association, as well as Region 7 director at the national level.
From 2019 to 2025, Fabiano played a pivotal role on the American Public Works Association Board of Directors, shaping the future of public works in the United States.
His work on the Pinewood Wastewater Treatment Plant in Munds Park, Arizona, earned statewide recognition for its innovative and sustainable approach, reflecting his dedication to protecting natural resources for future generations.
In February 2025, Fabiano was honored by the Arizona Society of Professional Engineers and received the Lifetime Achievement Award. This award honors engineers who have demonstrated innovation, impact and originality in engineering, construction or management throughout their careers in Arizona.
“His ability to combine common sense with innovative solutions, his commitment to mentoring and his dedication to serving the public good have left an enduring legacy," Jeanne Jensen, RMCI director of engineering, said in a release. "By prioritizing team growth and inclusivity, David has ensured that his impact on the profession, the environment and the public sector will resonate for generations to come.” expressed Jeanne Jensen, RMCI Director of Engineering.
Fabiano's dedication to helping others extends beyond his job title. He volunteers with organizations like the Boy Scouts of America, United Food Bank and local schools.
“David Fabiano has a heart for service, inspiring those around him with his warm and genuine smile, positive attitude, and the passion he puts into everything he does," Gilbert Public Works Director Jessica Marlow said in the release. "David is known as a walking encyclopedia of knowledge and colloquialisms, a subject matter expert in virtually all things engineering and a sage technical advisor to many."
As the Lifetime Achievement Award demonstrates, Fabiano’s legacy goes far beyond projects and awards. It’s about the lives he’s touched and the lasting impact he’s made.
Through his mentorship, innovation, and dedication to public service, Fabiano has set a standard of excellence.
