Peoria deputy city manager retires, successor announced

Deputy City Manager Susan Daluddung announced her retirement from Peoria after nine years of service.

Engineering Director Andy Granger will fill her position, and Engineering Supervisor Adina Lund will fill his position.

Susan Daluddung is an innovative leader, problem solver and consensus builder, Mayor Cathy Carlat said in a statement.

“Her aptitude for the right process at the right time has served a vital role in Peoria during high growth times and through the economic downturn. From engineering and land planning to economic development and sustainability, Susan has left a significant imprint on our community,” Ms. Carlat said. “As she takes her irrepressible spirit into retirement, I wish her the joy and fulfillment she has worked so hard to deserve.”

Mr. Granger will earn a base salary of $187,334 in his new position, and Ms. Lund will earn $137,000.

Ms. Daluddung has more than three decades of experience in local government management, including positions in economic and community development in Oregon, California and Arizona.
While at Peoria, she oversaw the City Clerk’s Office, Engineering, Planning and Community Development, Community Services, and Sustainability Departments as well as led her teams to numerous awards and recognition for outstanding service.

She has a PhD in Urban Studies and a Master of Urban Planning from Portland State University. She is a certified planner with the American Institute of Certified Planners and a credentialed manager with the International City Manager Association.

Peoria City Manager Carl Swenson said Ms. Daluddung has been an excellent leader for the city.
“From her depth of knowledge in all planning and development matters to her passion for sustainability and environmental stewardship, she has taken on every challenge presented to her with enthusiasm, creativity, and professionalism,” he said.

Andy Granger


Mr. Granger will bring 16 years of experience in local government to his new position. He has a civil engineering degree from the University of Massachusetts, and a Master of Business Administration from Arizona State University. Mr. Granger has served as the Development and Engineering Director for Peoria since 2008, overseeing the completion of the Peoria Sports Complex improvements, Pioneer Community Park, Peoria Centennial Plaza, Happy Valley Parkway, Lake Pleasant Parkway, the Beardsley Connector, P83 Entertainment District improvements, and the Tessmer Truck Road Reliever. Before working for Peoria, he worked for the city of Phoenix for eight years, most notably as the Development Services Deputy Director.

Ms. Lund will move into the Engineering Director position with 20 years of engineering experience, almost 15 years of it in Peoria.

The last eight years, Ms. Lund has worked as the Engineering Supervisor overseeing the Streets and Signals Capital Program. Recently, she has managed the P83 Streetscape, Lake Pleasant Parkway from Westwing to Loop 303, and the Agua Fria Truck Road Reliever projects.

Previously, she worked as a senior civil engineer and a civil engineer in the Development Division, representing the engineering department in the entitlement process and platting for Vistancia, Tierra Del Rio, Sonoran Mountain Ranch, as well as numerous commercial and multifamily projects. Ms. Lund is a registered professional engineer and holds a Bachelor of Science in Civil Engineering from the Illinois Institute of Technology.
