West Valley city repeals panhandling ordinances after lawsuit

The Glendale City Council voted unanimously Sept. 9 to repeal three ordinances that criminalized panhandling throughout the city, citing a lawsuit filed by three Glendale residents a factor in their decision.

Glendale City Attorney Michael Bailey requested council entertain a motion to repeal the ordinances at that night’s meeting.

“The identified ordinances contain language that is being challenged in court. After reviewing the lawsuit that has been filed against the city and the salient law, we believe we can remove the alleged offending language set forth in the ordinance as we continue to address pedestrian and vehicle safety pursuant to other city ordinances and state statutes,” Bailey said.
