Developer of ambitious Peoria project requests changes

Stadium Point wants more height, enhanced sign package

A little more than a year after the development agreement for the ambitious project known as Stadium Point was approved by city council, the developer is requesting changes from the initial plan.

The Peoria City Council will consider a request from master developer Steinhauer Properties to modify the development standard for building height and to establish an enhanced sign package for the project, to be located at the Peoria Sports Complex.

The $500 million, 1 million square foot mixed-use development is planned for Class A office, hotel, multifamily, residential, retail, dining and entertainment uses, as well as structured parking on 17 acres.
This proposal focuses on Parcel 2A of the project, the center point intended to be a gathering point in the community, planned for a number of amenities including a market promenade and festival streets.

Steinhauer Properties is requesting the maximum building height for all uses in Parcel 2A to be 12 stories or 195 feet, whichever is less.

Currently the maximum building height within Parcel 2A is dependent on the type of use. Under the current proposal, defined anchor uses would be allowed up to 10 stories or 120 feet, whichever is less. Heights for other types of uses would be limited to 75 feet and parking garages limited to 72 feet.

The request also includes an enhanced comprehensive sign package and regulations for sign types that could include pylon signs, building signs, digital displays, projecting signs for businesses, wayfinding and other signs planned as part of the project’s branding.

The Peoria Planning and Zoning Commission unanimously approved the request May 12, and council will have final approval on the changes on June 7.

Planning Manager Lorie Dever said the request stems from the project's unique needs, as well as the changing of real estate market conditions and the technological advances of signs.
While the existing zoning anticipates and accommodates the proposed uses and intensities, Steinhauer Properties is taking the next steps in the city process to realize the vision, she added.

“The uses are not in question, it is the execution of the next step to become a reality,” Dever said. “It is how the product is developed. The goal is to create a dynamic 24-hour walkable mixed-use district. ... This level of transformative project wants to take it a step further.”

Steinhauer Properties has completed hundred million dollar projects adjacent to Safeco Field and CenturyLink Field in Seattle, where the Mariners and Seahawks play, respectively.

The developer has experience with large mixed-use projects like Stadium Point, particularly in Seattle, with the development of the nearly 350,000-square-foot Home Plate Center and the 170,000-square-foot Stadium Innovation Center.

Last year, President Gregory Steinhauer permanently relocated from Seattle, where his company is based, to Arizona to oversee the Peoria project.

First construction on the site should occur no later than about three years from now, according to the development agreement. Stadium Point is to be phased in over the next 11 years to completion.

Phase 1 will include two multifamily pads and a south office tower and garage. Phase 2 includes a second office tower and garage. Phase 3 includes a full service hotel and associated retail/entertainment.

Planners say more height for Stadium Point will open up the project to more space and activity area on the ground level — more programic elements that could include outdoor dining, beer garden, coffee kiost, event lawn and other gathering spaces.
Wendy Riddell, a lawyer representing Steinhauer Properties, said some signs will be dictated by the tenant, but ultimately, signage can take on an element of public art and that is really the intent with Stadium Point.

“We have a project that has this vibrancy — a unique city center with unique signage, she said.”
