Phoenix horse-racing track Turf Paradise is poised to open an off-track betting site at The Porch in the Heritage District, the first OTB site in Gilbert.
Gilbert Town Council gave the license its recommendation for the Arizona Racing Commission on a 4-3 vote Aug. 6 with council members Jim Torgeson, Chuck Bongiovanni and Bobbi Buchli voting in dissent.
However, the state has the final say, and Gilbert Development Director Kyle Mieras told council it could recommend denial on certain enumerated grounds.
