I’ve watched the haphazard spending of the RCSC’s Preservation and Improvement Fund over the last 10 years, with no logic behind which projects are funded.
Having served on the Long Range Planning committee, I’ve watched RCSC boards struggle to determine how best to spend PIF funds to fulfill their role as wise users of the purse they have been entrusted with by members. Each time, I see projects with little or no data support get funded and built.
Essentially, our PIF dollars are spent at the request of groups with the loudest voices. There is no plan, so we will continue to spend in a manner that pushes us further behind other communities.
After reading the rewritten bylaws, and the new board polices, I’m in a quandary why we made things so complicated.
The one thing that was needed was to define the business affairs of the corporation. With that completed, the next most important thing is to develop a long-range comprehensive plan that evaluates existing facilities so an intelligent picture of what Sun City should look like in 25 to 50 years can be formed.
LRP would then use this plan to make recommendations to the board. All potential PIF projects would be evaluated to ensure they fulfill the plan’s long-term direction. Similar to a city planning commission, it would evaluate a project and provide the board with a report with data essential to make a decision.
The plan would have an updating mechanism to take advantage of new technology and trends in recreation. It would be approved through a membership vote, just like the RCSC board is elected. They then can adopt recommendations or send them back to LRP for more data.
This will place Sun City in a position that potential new residents will see where we are headed. They can follow progress year after year and watch Sun City become the envy of active adult communities again.
