Tempe’s updated nuisance, loud party ordinances now in effect

Tempe's updated nuisance and loud party ordinances are now being enforced.

The updates, which were approved by council members on May 1, went into effect Sunday, Jun1.

City officials said the new rules strengthen the ability to address repeat disturbances, problem properties and unnecessary emergency calls.


“These changes give us the tools to protect neighborhood safety while ensuring police and fire resources are focused where they’re needed most,” said Vice Mayor Doreen Garlid, who leads the Nuisance Ordinance Council Subcommittee.

“This is about accountability, fairness and supporting the quality of life Tempe residents deserve.”

The subcommittee led a months-long process to examine chronic nuisance concerns, collaborating with the Tempe Police Department and Tempe Fire Medical Rescue “to recommend solutions that balance public safety with fairness and accountability,” according to a city release.

Here is what is in the ordinance updates:

• Stronger rules for problem properties - Frequent violators can be designated as Community Impact Properties, requiring owners to take action.
• Higher fines for repeat offenses - Penalties increase for nuisance parties and unlawful gatherings, especially for repeat violations.
• Accountability for landlords and tenants - Both renters and property owners may be held responsible for ongoing issues.
• Limits on emergency call misuse - Healthcare facilities that overuse 911 due to poor staffing can face fines.
• Faster response to serious threats - The city can act sooner on properties that pose major safety risks.
• Expanded enforcement authority - Police have stronger tools to act on violent crimes, drug activity and blocked emergency access.
• An appeals process - Property owners and tenants can appeal through Tempe Municipal Court.
