Surprise expands water rebate program to all in city

Eligible users can receive money back for landscape fixes

The city of Surprise is expanding its water conservation rebate program to all water users within the city limits.

This change will allow customers of other water service providers, including EPCOR Water and El Mirage Water, to apply for the rebates encouraging water conservation for everyone in Surprise.

The program expansion also includes increased rebate amounts for turf removal for single-family homes as well as multifamily, HOA and commercial properties.

The expanded rebates are available now through May 1, 2026. All qualified water users in Surprise can save money and water thanks to the new water conservation rebate programs detailed below:

WaterSense-labeled irrigation controller rebate

Customers who purchase and install a WaterSense-labeled irrigation controller may be eligible for the cost of the controller up to $125, excluding installation/labor, shipping, tax, etc. Residential, homeowner associations, schools, multifamily and commercial properties are eligible to apply.

Single-family new home Xeriscape landscape installation

Receive a $400 rebate for installing a low-water-use landscape on your property. Eligible properties must be new, single-family residential homes purchased and built within the past two years of the date of application. The total landscaped area must exceed 30% of backyard square footage; all plants used in the landscape design must be listed on the Arizona Department of Water Resources plant list.

To apply, participants must contact the city’s Water Conservation Office and receive pre-eligibility approval prior to completing the application.

Applications must be received by April 15, 2026, and Xeriscape landscape installation must occur by May 1, 2026.

Single-family turf removal rebate

Eligible single-family residential water customers can apply for a rebate to receive $2 per square foot of turf removed up to $2,000. To apply, participants must contact the city’s Water Conservation Office and receive pre-eligibility approval prior to completing the application.

The application deadline is March 31, 2026. Projects must be completed, and the City notified by May 1, 2026 to receive the rebate.

HOA, commercial, multifamily turf removal rebate

Eligible HOA, multifamily and commercial water customers can apply for a rebate to receive $2 per square foot of turf removed up to $6,000. To apply, participants must contact the city’s Water Conservation Office and receive pre-eligibility approval prior to completing the application.

The application deadline is March 31, 2026. Projects must be completed, and the City notified by May 1, 2026, to receive the rebate.

All water rebate programs are administered on a first-received, first-served basis until the application deadline or fund depletion, whichever occurs first.
