Peoria City Manager Carl Swenson announced his retirement, effective July 4, 2017.

Mr. Swenson said in a statement he is retiring from civil service after 11 years with Peoria.

“My time with the city of Peoria has been the highlight of my 35 years in city government, and I’m very proud of our many accomplishments,” Mr. Swenson said.

“As I finish my service to the city and prepare for retirement, I do so knowing that I am leaving it in the hands of a very capable and caring team of city employees that will continue to provide high quality services at great value to our citizens. The city of Peoria is in solid financial condition, with well thought out plans that will guide our community into the future. I want to express my sincere appreciation to Mayor Cathy Carlat, as well as the City Council, for their leadership and support. I leave Peoria proud of what we have achieved together.”

Spokeswoman Jennifer Stein said the city has posted an opening for the position internally and is moving quickly with an internal recruitment to ensure role is filled as soon as possible with the least amount of interruption. The position is expected to be filled by July 1, 2017, she said.

Mr. Swenson began with Peoria in April 2006, and was appointed city manager in July 2008. During his tenure, he managed Peoria through the financial downturn, and completed a number of projects and initiatives, including Pioneer Community Park, Peoria Performing Center for the Arts, Sunrise Mountain Library, the rebranding of the P83 Entertainment District, the remodel of the Peoria Court House and Peoria Community Center, as well as upgrades to Peoria Sports Complex. This included the renewal of a 20-year agreement with the Seattle Mariners and San Diego Padres, keeping them at the Peoria Sports Complex through 2034.

Mayor Carlat said in a statement that Mr. Swenson embodies the highest standards of integrity and trustworthiness.

“He is highly respected among his peers, and his experience and professionalism has led this organization with fiscal proficiency, accountability, and transparency,” she said.

“Although Carl will be terribly missed, he has left a lasting mark and we are grateful for his years of service. We wish him all the best in his retirement.”
