Glendale to consider development projects with an estimated 2,700 jobs
Two annexation proposals on Tuesday workshop agenda

The Glendale City Council on Tuesday will consider annexing 262 acres of vacant land into the city at the southeast corner of Peoria Avenue and Cotton Lane, for the proposed Parkway 303 West project, just west of the Loop 303.

A couple of huge annexation plans for land near the Loop 303 for industrial and commercial use that could result in as many as 2,700 combined jobs will be on the agenda for the Glendale City Council at its Tuesday afternoon workshop.
The Council will meet at 12:30 p.m. Tuesday, Sept. 28 inside its chambers at 5850 W. Glendale Ave.
The session will include Council action on two annexation proposals, including the Organics Loop 303 proposed industrial project, which calls for developing 75 acres with two buildings and other infrastructure at the intersection of Bethany Home and Sarival roads on the west end of town. The site is currently located within Maricopa County and would be annexed into the city of Glendale.
According to a report of fiscal impacts submitted by consultant Applied Economics LLC out of Phoenix, the light industrial development in Organics Loop 303 could support an estimated 525 jobs at an average wage of $49,000. Furthermore, the total construction cost for Organics Loop 303 is estimated at $113.8 million.
The report also estimates that one-time fees would bring Glendale $3.4 million in revenue, and the project overall could result in a net impact to the city of $180,000 per year.
Meanwhile, Council at the same workshop will also consider the annexation of approximately 262 acres of vacant land into city limits as part of the Parkway 303 West project at the southeast corner of Peoria Avenue and Cotton Lane.
The property is currently used for agriculture within Maricopa County, and developers seek to rezone the property to PAD (Planned Area Development) for commercial development along Peoria Avenue to the tune of 3.4 million square feet of manufacturing and warehousing uses, plus a 20-acre Arizona Public Service substation.
The proposed PAD would not allow residential uses.
A preliminary fiscal analysis, also prepared by Applied Economics LLC, estimates a net impact to the city of Glendale of $1.2 million per year, excluding one-time revenues.
The total construction cost for Parkway 303 West is estimated at $449 million for light industrial and $10.5 million for commercial.
The light industrial development is estimated to support about 2,070 jobs at an average wage of $47,000. For the commercial development, a mix of retail, services and restaurants is assumed that could support an estimated 170 jobs at an average wage of $37,000.
Council will decide at Tuesday’s workshop whether or not to continue with these annexation requests.
