Chandler police recover $50K, arrest 2 in alleged fraud scheme

More than $50,000 has been recovered and two suspects arrested after Chandler police responded this week to a suspicious call at a Chapman BMW dealership, authorities said.

Officers arrived at 2:40 p.m. Aug. 22 at the dealership, 7455 W. Orchid Lane, where a call was received from an elderly woman in Prescott Valley who said her son was kidnapped and there was a demand that she deliver $15,000 to the address and give it to a person named “Paul.”

A ride-share driver was hired to deliver the envelope with the cash, but the driver was told that “Paul” worked at a different location, police said in a release. The driver left the envelope at the dealership before leaving.

“Soon after, two Hispanic males in a white sports car confronted him and demanded the envelope,” police stated in the release, adding when the dealership discovered the envelope contained the money authorities were called.

A Chandler officer stopped the sports car near Priest and Ray Road, and two men were arrested. Julio Paulino Rosario, 21, and Raul Roque Reyes, 22, from the Dominican Republic face a number of charges, including theft by misrepresentation, fraudulent scheme and participating in or assisting a criminal syndicate, police said.

More than $50,000 was recovered, and four victims were identified, according to police.

Officials said anyone who suspects they have been a victim should contact their local police department. Anyone with information about the Chandler case should call 480-782-4130.
