The Mesa Planning and Zoning Board voted 7-0 on March 12 to approve a site plan review and special-use permit for a commercial entertainment development.
The development in question, known as The Rosetta Room, will turn an existing building that is currently vacant into a commercial entertainment, coffee shop and general retail development.
The proposed 6.650-square-foot site area is at 104 E. First Ave. The application was made by Michelle Donovan on behalf of site owner Glen Kelly of MGKelly Co. LLC. The layout of the site will remain unchanged, according to Mesa planner Chloe Durfee Daniel.
“There is vehicle access from both Sirrine and First Avenue. Eight parking spaces are located on site, some along Sirrine and some in the back along on First. And there are two street parking spaces adjacent,” she said.
Nearby property owners were notified and a neighborhood meeting was held on Feb. 4 with two attendees, according to board documents. Staff did not receive any concerns or comments opposing the development.
The seven-member Planning and Zoning Board conducts hearings and makes recommendations to the city council on requests for changes in zoning and on required site plans. It also considers and recommends changes in the city’s long-range plans and in the municipal code concerning planning and zoning matters. Members are appointed for staggered terms of three years.
