The Mesa Planning and Zoning Board approved a site plan review for a multi-residence development during its recent meeting.
The project is called Cadence DU3 Multi-Residence and at the southwest corner of Crimson Road and Williams Field Road, according to board documents. The request was made by applicant Scott Belford of Studio 15 Architecture on behalf of site owner KIW Mesa Silver Valley Venture LLC.
The board voted 6-0 with board member Genessee Montes absent on Dec. 10 to recommend the project for approval.
The site plan is made up of 302 units in 18 residential buildings along a clubhouse. There will be a mix of studio, 1-, 2- and 3-bedroom units with 518 parking spaces, according to board documents. The site plan previously was approved by the board in 2022 and modified in 2024. The modified version was put to vote for a review during the Dec. 10 meeting.
Board member Benjamin Ayers asked senior planner Kellie Rorex during the Dec. 10 study session how parking would be handled, as the 518 parking spaces are a proposed reduction from the normally required 635. This would result in a 1.7 parking spaces per unit, which is below the required ratio of 2.1 parking spaces per unit. Ayers asked if that ratio was consistent with the original proposal from 2022.
“It’s an odd unit mix that is leading to a lot of the conversation about parking reduction,” Ayers said. “...I was curious if that unit mix was part of that original application?”
Rorex confirmed the smaller ratio was part of the original site plan in 2022 and not modified.
“Yes, it’s the same proposal and same request,” Rorex said. “The parking study showed that 1.7 instead of 2.1 spaces per unit would be the accurate ratio for parking.”
Board member Jayson Carpenter asked if guest parking is factored into the ratio.
Rorex said that the ratio does include guest parking, although she didn’t have an exact number of guest parking spaces on hand.
“They did provide guest parking,” Rorex said. “But I don’t have the exact number.”
The seven-member Planning and Zoning Board conducts hearings and make recommendations to the City Council on requests for changes in zoning and on required site plans. It also considers and recommends changes in the city’s long-range plans and in the municipal code concerning planning and zoning matters. Members are appointed for staggered terms of three years.
