In July, Tempe’s e-bike ordinance went into effect, changing the rules of where e-bikes and scooters were allowed to drive and the speed limits of these vehicles.
The new regulations classify vehicles in three classes with specific laws and guidelines for each class.
A Class One e-bike is a bicycle that is only pedal-assisted, like many of the bikes that Lime and Bird offer for the public to rent.

Class Two bikes are bikes that do not require pedaling.
Class Three bikes are pedal-assisted only, and have a max speed limit of 28 miles per hour.
All e-bikes require headlights, taillights, reflectors and speedometers.
E-bike classes are only permitted to ride on the sidewalk if no bike lane is present. Speed limits on sidewalks are 10 miles per hour. Limits in bike lanes are 15 miles per hour. Class One and Two bikes have a speed limit of 20 miles per hour on any roadway.
Helmets are required for all riders under the age of 18 but strongly encouraged for all riders operating motorized bikes and scooters.
All riders of public electric vehicles must be age 16, and all riders of Class 3 bikes must hold a valid driver’s license.
