Sun City workshop will feature CC&R amendments

The Sun City Home Owners Association will host 10 a.m. Tuesday, Oct. 15 at Fairway Recreation Center, 10600 W. Peoria Ave., a covenants, conditions and restrictions workshop.
I encourage everyone to consider attending this workshop; seating is limited and you must RSVP. We will conduct additional sessions if needed. Seating for the Oct. 15 session will be limited to 400.
The CC&R workshops have been conducted 2-4 times per year for the past several years. The purpose of these sessions is to acquaint residents, particularly new residents, to the rules that govern our community, primarily the CC&Rs/deed restrictions. Usually, we have other agencies represented, including Maricopa County code enforcement. This year, we are limiting presenters to just SCHOA in order allow time to review proposed amendments to our CC&Rs.
SCHOA exists for the homeowners in Sun City. Our primary mission is to protect our property values and way of life through the fair and consistent enforcement of our CC&Rs. We also serve as advocates for all residents of the community, both standalone homes and “condos,” in matters of government affairs, utility rates and safety.
SCHOA formed a CC&R Review Committee in April of 2018 for the purpose of recommending amendments to our CC&Rs to make them clear and concise, remove contradictions in some provisions and to address changes in the laws and changes in home owner expectations. This review was not prompted by any one specific event or issue. As a former SCHOA compliance officer, I can personally attest to the fact that fair and consistent enforcement of our CC&Rs as currently written is often difficult, and sometimes impossible.
The review has involved public meetings and extensive feedback from homeowners both online and in person. It also involved in-depth review with staff personnel and members of SCHOA committees dealing with CC&R issues. The CC&R Review Committee examined CC&Rs from neighboring communities, and considered issues that are impacting homeowner associations nationally.
The proposed amended CC&Rs, with a summary of the amendments, is now available for review on the SCHOA website, suncityhoa.org. Copies will be available at the Oct. 15 workshop.
Amending our CC&Rs is a complex, time-consuming and expensive process. This is as it should be. It should not be easy to change the rules. The CC&Rs can only be amended with the approval of homeowners; SCHOA does not change the rules, but is responsible for enforcing them. Our CC&Rs have served us well since the early 1960s. The CC&Rs were last amended in the 1990s; those amendments took more than two years to be approved.
Please consider attending the workshop. The CC&Rs have been a crucial part of our community for almost 60 years, and will be for decades to come. They are not complex, but they are of utmost importance to all of us.
