Applicant seeks OK to operate residential alcohol and drug treatment program

A counseling facility at 91st and Grand avenues now wants the city’s permission to expand services to include a residential detoxification treatment program for men with substance abuse problems.

Staff is recommending the Planning and Zoning Commission approve a conditional use permit for Deep Within Rehab, located on 1.9 acres at 11773 N. 91st Ave.

According to staff, the facility operates in a somewhat similar capacity already by offering counseling services to people dealing with substance-abuse issues. No one from the public has sent in an opposition or support for the proposed facility, which is in an area surrounded by commercial uses.

The proposed detox facility would operate 6 a.m.-6 p.m., seven days a week and would offer a 90-day residential treatment program with services such as individual and group substance abuse counseling, 12-step meetings, recovery groups, job training, help with transportation and drug and alcohol testing.

Up to 20 men would be housed in a dorm-like area. According to the applicant and center director Lee Humes, potential clients who are seriously mentally ill in need of detox services or methadone treatment would be referred instead to local hospitals or Community Bridges, which offers substance abuse programs.

Also, potential clients who have been convicted or accused of sex crimes involving children would be referred to other agencies for help, according to Mr. Humes.

If commissioners approve the permit, staff recommends a number of conditions, including all necessary permits and required approvals must be met and the number of residents on site must meet the building and fire code occupancy requirement.
