Million-dollar Scottsdale capital improvement consultation contracts inked

An estimated 151,000 motorists make a daily commute to Scottsdale from surrounding municipalities seeking to maintain gainful employment; however, the management of those movers and shakers is a constant endeavor.
In 2017, there were 959 speed-related arrests and over 1,300 people were injured in speed-related collisions in Scottsdale, records show.
Scottsdale has authorized contracts for on-call transportation engineering services --- specific to capital improvement projects --- with three entities.
On March 17, Scottsdale City Council approved on consent three contract authorizations with:
Gavan & Barker, Inc.;
Premier Engineering Corporation; and
Ritoch-Powell & Associates Consulting Engineers, Inc.
The three contracts are for an amount not to exceed $1.5 million per the initial term of each contract for design of various transportation projects, according to a city staff report.
“The purpose of this action is to award on-call transportation engineering services contracts to three firms to provide analysis, planning, survey, utility coordination and design of improvements to the city’s roadways,” Public Works Project Coordinator Melanie Gibson wrote in her report to City Council.
The contracts are for an initial term of two years, with the option to extend for up to three additional one-year periods.
Using these types of contracts allows the city to engage the services of the most qualified engineering firm to design and plan multiple projects in a cost effective, timely and efficient manner, Ms. Gibson stated.
“For larger individual projects, staff will continue to select engineers using qualification-based selection procedures and seeking council approval for individual engineering contracts,” Ms. Gibson stated.
The three approved firms were selected out of a pool of 25 responses received in response to a November 2019 Request for Qualifications.
The authorization of these contracts does not commit any funding, Ms. Gibson stated in her report. Funds will be committed as work orders are awarded for specific tasks.
“The maximum aggregate limit of $1,500,000 is consistent with anticipated requirements that would be suitable for execution using these contracts over the next two years,” Ms. Gibson stated.
The scope of work for Gavan & Barker, Premier Engineering Corporation and Ritoch-Powell & Associates Consulting Engineers includes, but is not limited to:
Traffic impact and mitigation studies;
Traffic engineering and roadway safety studies;
Project assessments and/or design concept reports; and
Preparation of construction documents for transportation related projects.
Earlier in March, the city approved two contract extensions for on-call roundabout services with MTJ Roundabout Engineering and Roundabouts & Traffic Engineering.
In addition, on Feb. 18, the Scottsdale City Council authorized a one-year contract extension with Kimley-Horn for on-call intelligent transportation systems engineering services for capital improvement projects.
City documents show Kimley-Horn also bid on this RFQ.
The City Council’s approval of the three on-call transportation engineering services contracts was made at City Hall, 3939 N. Drinkwater Blvd.
