New Fry’s Marketplace, rental units coming to Queen Creek

Posted

The Queen Creek Town Council voted at its Wednesday, June 1, meeting to approve a rezoning and commercial site plan that will bring another Fry’s Marketplace to the town as well as open the door to two new residential developments.

The project is called Hudson Station and generally will be located at the southwest corner of Signal Butte and Queen Creek roads. The town’s Planning and Zoning Commission recommended approval of the project during its May 11 meeting.

This proposal consisted of a request to rezone a 95-acre property and a request for site plan approval of a 24-acre commercial center anchored by a Fry’s Marketplace and Pharmacy and an Eos Fitness facility. Another 25 acres will be used for a rental community and the balance of the acreage will eventually become a single-family home subdivision.

“The commercial developer is Barclay Development. The rental community will be managed by Hancock Communities. The single-family home builder has not been identified or finalized just yet,” stated Sean Lake of Pew & Lake PLC, which is representing all parties involved in the project, in an email.

A concurrent request for annexation of the project’s acreage on Maricopa County land also was approved by council. The first annexation public hearing was held at the April 6 town council meeting.

The 95-acre project site is bound by an existing acre-lot community located in Maricopa County to the south; Signal Butte Road and the Madera development to the east; Queen Creek Road, Barney Family Sports Complex, Benjamin Franklin Charter School and Heritage Acres acre-lot community to the north; and Madera West Estates to the west.

Along with the Fry’s Marketplace and the Eos Fitness, the commercial center will feature other shops and services and will have room for potential drive-thru eateries. Before construction, all future drive-thru uses are required to submit a site plan application, which includes an updated traffic impact analysis as well as work with the town's traffic engineer to ensure that traffic is sufficiently managed.

Parcel 2 of Hudson Station will be used for development of a single-family attached and detached gated residential rental community that will be built in two phases. Homes will be limited to one-story in height. The conceptual plan proposes approximately 240 units upon completion.

“While multi-family by nature because of the various rental units on a single parcel, this development functions more like a nicely designed, single-family community with attached and detached homes,” according to document from Pew & Lake. “The housing units have the appearance of small cottages, not tall apartment buildings, with a combined mix of one-bedroom and two-bedroom units.”

According to a staff report, “the proposed development includes a 20-foot buffer between the single-family and [rental community] and a 20- to 30-foot buffer between the commercial development and the residential developments."

Parcel 3 of the Hudson Station development eventually will become a single-family residential subdivision.

“Submitted for this PAD is a conceptual plan that sets forth the zoning boundaries, lotting standards, and conceptual circulation, site layout,” the Pew & Lake report states. “The Hudson Station PAD establishes guidelines for this parcel and indicates how this parcel will be laid out and tie into the master trails and wall plan. Detailed subdivision details will be submitted at a future date.”

Four community meetings about the project were held last year. With the town’s approval, the process of applying for building permits will begin.

In terms of the commercial center anchored by a Fry’s Marketplace, the council also approved a conditional use permit for a Fry’s Fuel Center generally located approximately 1,100 feet from the southwest corner of Signal Butte and Queen Creek roads.

The proposed fuel station includes a 1,066-square-foot convenience kiosk and 10 fuel pumps (20 pumps stations) covered by a 6,880-square-foot canopy.

This conditional use permit was recommended for approval by the town’s Planning & Zoning Commission on May 11.
