A 2-acre site at Power and Chandler Heights roads has been annexed by the town and a multi-tenant commercial building is being proposed for the land.
The Queen Creek Town Council unanimously approved annexing the Maricopa County land during its Dec. 18 meeting. The item was part of the council’s agenda, which is voted on with one motion and vote.
The parcel is approximately 297 feet west of the northwest corner of Power and Chandler Heights roads.
The land originally was zoned by the county as RU-43, which allows one residential dwelling per lot. In October 2023, the property was rezoned as commercial, and in June 2024 an annexation request was filed with the town.
“In accordance with state statutes, when a property is annexed into a municipality’s jurisdiction, it must be granted equivalent zoning in the municipality that it was assigned in the county,” according to a council staff document.
A Circle K, a Bashas’ and a commercial center are located near the site.
The developer, Overton Builders LLC of Gilbert, is proposing a single story, 11,614-square-foot multitenant retail store that will be designed with “rural agrarian architectural themes.”
“Uses proposed for the site include restaurant and retail uses and do not include any potential conditional uses or 24-hour businesses,” the report stated.
Currently, the site consists of one single-family residential home with two people living on the property. The residents will vacate the property following annexation.
Overall construction costs are estimated to come in at more than $5 million, which will bring construction tax revenue and impact fees to the town.
An analysis by the town’s finance department concluded that between the construction sales tax and fees there will be a one-time $200,000 revenue. Recurring revenue for the site is expected to be about $56,000 annually.
“This annexation request will create new retail and restaurant opportunities, contributing to overall job growth in the town. The rural compatibility of the commercial development will also support agritainment/destination tourism which is a targeted sector in the economic development strategic plan,” according to a statement from the applicant in the staff report.
The council held a public hearing on the proposed annexation on Nov. 6, and no members of the public commented on the request.
The annexation becomes official at 8 a.m., Tuesday, Jan. 21.
