Public hearing set for proposed Mesa home development

Posted

A proposed ordinance that could bring a 78-lot, two-story, attached single residence development was introduced Monday during the Mesa City Council meeting.

A public hearing on the proposed ordinance, as well as possible action by the council, will take place Oct. 5.

The introduction of the ordinance was part of the council’s content agenda in which all items are handled through one motion and vote. The consent agenda was unanimously approved by the council.

Excolo Management LLC is requesting a rezoning and site plan review for its proposed Park North multifamily development on more than 5 acres of land generally at the northeast corner of South Power and East Guadalupe roads.

The developer is asking that the property be rezoned from light commercial to multiple residence.

On Aug. 26, the Mesa Planning and Zoning Board voted unanimously to recommend approval of the rezoning and site plan review.

“The proposed attached single residence development is compatible with surrounding land uses, which include commercial development to the west, park facilities to the north and east, and a public school across Guadalupe Road to the south,” according to a staff report.

The proposed project consists of two building types for a total of 39 buildings with two single residences attached, the report continued.

One building type is the “side by side” in which the two, two-story residences share a common side wall. The building will have three facade variations, a double-car garage, a covered patio on the rear elevation and additional livable area on the second floor, the report stated.

The site plan indicates Park North will have 21 side-by-side buildings along the east, north and west perimeter of the site.

The second building type is the “front to back” consisting of two, two-story single residences attached at the first-floor rear wall. It will have three facade variations, a double-car garage and additional living area on the second floor, the staff report stated.

The site plan indicates 18 front-to-back buildings in the center of Park North.

The proposed development is set to have 156 garage spaces, 72 driveway spaces and 16 guest spaces.

In addition to each residence building having private open space, the development will contain 15,358 square feet of common open space throughout with a ramada, seating areas, barbecue equipment, cornhole boards, shade trees and a tot lot.

Primary access will be from Guadalupe Road via a new bridge across the Maricopa County Flood Control District canal.

“The applicant will work with city of Mesa Parks and Recreation to provide gated, pedestrian access to Christopher J. Brady Park at the west and east corners of the project site,” the report continued.

Developers plan on installing shrubs and groundcover between the canal and Guadalupe Road along the length of the site’s south property line, “which will improve the streetscape along Guadalupe Road, soften the impact of the drainage channel and help screen the parking spaces and drive aisles from public view,” the report stated.

Neighborhood meetings on the project were held in 2024 and in March 2026.
