Design approved for expansion of Signal Butte Water Treatment Plant in Mesa

Posted

A city of Mesa water treatment facility on 84 acres north of Elliot Road and east of Signal Butte Road is to be expanded, doubling its capacity to 48 million gallons per day.

The landscaping and look of the facility were approved in a 6-0 vote at the Oct. 11 meeting of the Mesa Design Review Board. Board member Jeanette Knudsen was absent.

The city of Mesa is expanding the Signal Butte Water Treatment Plant, Staff Planner Evan Balmer said at the board meeting.

“Kind of moving left to right on that site plan, on the far left is a 340-square-foot reservoir stair enclosure. The large building to the right of that is a 10,000-square-foot storage building. The two water-treatment complex expansions are additions to the existing building — the one on the west is (8,742) square feet, the one on the north is (7,698) square feet. And there are eight shade canopies proposed with this as well,” he said. “The elevations ... are consistent with the colors and design that are there currently.”

Cameron Rhodes of Black & Veatch is the applicant. The city of Mesa is the owner.

The 24-million-gallons-per-day Signal Butte Water Treatment Plant is to be expanded to 48 million gallons per day, according to a written project narrative from Project Manager Mike Caruso of Black & Veatch.

“The perimeter site landscaping will remain unchanged. The original grading and drainage plan was master planned for this expansion and is not anticipated to change,” he said. “The site is located within a secure city facility that is not accessible to the public unless escorted by city personnel.”

The all-volunteer Mesa Design Review Board is unique in that its composition is set by the zoning ordinance to include two architects; two from other design professions such as landscape architecture, engineering, urban planning, interior design or other design-related background; one contractor or developer; and two residents, according to the city’s website.
