Gilbert asking voters to exempt capital projects from expenditure limit

Gilbert is asking voters to allow it to create a capital projects accumulation fund, which would exclude capital improvement projects from the constitutional aggregate expenditure limit.

In 1980, the state set a limit for how much local cities and towns are allowed to spend regardless of the revenues received, based off each municipality’s actual spending during the 1979-1980 fiscal year budget and then increased each year for population growth and inflation, but not for new service levels.

A yes vote: A yes vote would allow the town to create capital projects accumulation fund and exclude spending on capital projects from expenditure limit.
