Mesa City Council votes to annex, rezone area to pave way for housing development

The Mesa City Council voted 7-0 at their Feb. 3 meeting to approve the annexation and rezoning of 30 acres of land to pave way for a housing development.

According to council documents, the development called Carmello by Blandford Homes is at the southeast corner of North Hawes Road and East McDowell Road. The parcel of land was previously zoned as agricultural, but has been rezoned to single-residence-15 with a planned area development. The development consists of 65 lots with one home per lot.

Property owners nearby were notified and the council received comments from neighboring property owners who complained about the number of units, which was initially 81, resulting in the current number of 65.

As reported in a Jan. 13 story about annexation ordinances at previous council meetings, residents had raised concerns with the development and that the accompanying properties and streetlights would disrupt the view of residents nearby.

“Just south of me is where the new development is going to go in and I just gotta say that we have the most spectacular view,” Paul Kennedy said at a Jan. 13 meeting. “We’ve been there for 27 years. We have the sunsets, we have the dust storms rolling in and the monsoons. It’s absolutely beautiful and we don’t want to lose that. Development is inevitable...but we would like to have that density reduced.”

Mesa Mayor Mark Freeman said the city of Mesa considers these things when they annex properties.

“I just want to point out that when we annex properties into the city of Mesa, we value and leverage our infrastructure,” Mayor Freeman said at the Jan. 13 meeting. “Our infrastructure is far beyond other East Valley cities.”

According to council documents, the complex will have low lighting levels at night to preserve the view of the dark sky for residents.
