A sealed proposal for artificial turf as needed by the Apache Junction Parks and Recreation Department — including at Superstition Shadows Aquatic Center — was rejected.
The city council on Dec. 19 voted unanimously as part of a consent agenda with other items to reject the proposal received for Superstition Shadows Aquatic Center artificial turf.
The city issued a request for proposals on Nov. 8 for artificial turf and on Nov. 22 received one response from Econosmart Property Services LLC, which does business as Signature Projects.
“Staff reviewed the response and found that the vendor was unresponsive. One response was received via email and unopened,” Purchasing Administrator Kimberly Heldt wrote in a memo to council.
Emailed proposals are not accepted, Heldt told the council during a Dec. 18 work session.
“They are to be in a sealed envelope delivered to the clerk’s office,” she said. “We are asking that council reject the one proposal that was received so that we can either go out for bid again or we can see if there is a cooperative contract that we can find to get this done.”
Sealed bids containing one signed original and one duplicate electronic copy on a USB drive of the bid were to be accepted in the city clerk’s office at 300 E. Superstition Blvd. in Apache Junction until 3 p.m. Nov. 22 when all bids were to be opened and read as a matter of public information. Envelopes were to be marked on the front and on the outside in black lettering as: “Superstition Shadows Aquatic Center Artificial Turf RFP # P&R 2023-001,” according to a city release.
Each bidder was to provide such information as may be required by the city as evidence of qualifications to provide the labor, materials, transportation, storage, equipment or other services.
