416-unit apartment complex planned near Cubs stadium in Mesa

An apartment complex with a six-level parking structure is to be constructed north of Rio Salado Parkway on the west side of Dobson Road near the Chicago Cubs spring training stadium in Mesa.

The look and landscaping of the Residences at Dobson Road and Cubs Way were discussed at the May 9 meeting of the Mesa Design Review Board.

Sean Lake of Pew & Lake PLC is the applicant. LHM JVR MSA LLC is the owner.

The four-story, 61-foot-tall development is a joint venture between Okland Capital LLC and Larry H. Miller Real Estate, Lake said in a written project narrative.

“As planned and designed by Todd+Associates, this project is within walking distance of recreational opportunities across the street at Riverview Park and Sloan Park, spring training facility for the Chicago Cubs,” it states. “The housing is a much-needed land-use type in the Riverview mixed use activity district, and will support nearby businesses and companies seeking to locate in Mesa.”

The applicant is seeking a rezoning of the 7-acre property from general commercial with a planned area development overlay to RM-4 residential multiple-dwelling district with a bonus intensity zone overlay for the 416-unit development.

Multiple-residence developments are permitted within the RM-4 zoning district, Staff Planner Sean Pesek said at the Mesa Design Review Board’s May 9 meeting.

“(A) northern building, four-story; there’s a southern building that is also four stories; there’s a six-level parking structure that wraps around the northern building. There are two-level townhomes fronting Dobson Road,” he said.

“There are two pedestrian bridges as well that link the northern and the southern building, and a variety of amenity spaces scattered throughout,” Pesek said.

Existing and planned trees include Mediterranean fan palm, thornless cascalote, citrus, Indian laurel, southern magnolia, date palm and red push pistache. Shrubs include bougainvillea, natal plum and Texas ranger, according to the landscape plan.

The all-volunteer Mesa Design Review Board is unique in that its composition is set by the zoning ordinance to include two architects; two from other design professions such as landscape architecture, engineering, urban planning, interior design or other design-related background; one contractor or developer; and two residents, according to the city’s website.
