RV horse trailer regulations discussed for Apache Junction

Apache Junction residents living on 1.25 acres or more may be allowed to park or store one recreational vehicle with an integrated horse trailer in addition to one standard RV on the property in a proposed city code change.

The planning and zoning commission on June 27 voted 5-1 to recommend that the Apache Junction City Council approve a text amendment to the city code under parking, loading and circulation regulations on residential lots with at least 1.25 gross acres. Commissioner Ari Kalan dissented. Commissioner Frank F. Schoenbeck was absent.

“And this is basically to keep somebody from having an RV storage lot,” Commissioner Richard Cantwell said prior to the vote.

The city council is to review the proposed changes at a study session July 17 and vote on them Aug. 1.

Allowing an RV with a horse trailer was previously presented and discussed at a May 9 commission work session, Associate Planner Erika Hernandez said at the commission’s June 27 meeting.

“To facilitate a request by city council, staff is recommending in addition to the existing RV limitations that residents would be allowed to have one additional motorized recreational vehicle with an integrated horse trailer ... or a horse trailer with an integrated living quarters on an acre-and-a-quarter,” she said.

The city of Apache Junction presently allows one recreational vehicle to be parked or stored on a 1.25-acre lot, Cantwell said.

“If somebody has just a standard horse trailer without living quarters, is that allowed?” Cantwell asked.

“Yes, they can have as many as they want without living quarters,” Hernandez said.

The proposed text amendment states where horse trailers may be stored, including:

  • One nonmotorized horse trailer with integrated living quarters may be stored or parked on a single-family residential lot with at least 1.25 gross acres on the side or in the rear behind the front facade of the residence, or in a completely enclosed garage; or
  • In addition to the recreational vehicle allowed, one additional motorized recreational vehicle with an integrated horse trailer, designed with the intent of transporting equine, is allowed on single-family residential lots with at least 1.25 gross acres on the side or in the rear behind the front facade of the residence, or in a completely enclosed garage.

The primary duties of the planning and zoning commission include community contact regarding items including a zoning change request, to an application from a developer for a shopping center development or housing project. Also included are conditional use permits with the final decision being handled at the planning and zoning commission level, according to the city’s website.
