Fiscal year 2026 was a busy one for Surprise, even if the yearly rise in residential and commercial permits stopped.
That was the assessment of new Community Development Director Mindy Davis, who co-presented a look at last year’s city development with the Planning and Zoning Commission on Oct. 1.
“Commercial activity is spread across several growth areas rather than being limited to a single corridor, which is important as retail, services, and employment opportunities continue to follow residential growth,” Davis told P&Z commissioners in her first presentation since her promotion to the top spot of the department last month.
