Surprise council unanimously approves Paloma Creek annexation, OKs rezoning by 6-1 vote

 Following four months of debate, charges and counter charges,  proposals and counter proposals, compromise and intransigence, the Surprise City Council unanimously approved a 10-acre annexation on the doorstep of a Maricopa County neighborhood.
