Surprise considering General Plan change for less commercial

Roads could improve in north part of city

In an era of online shopping, less has become more when it comes to retail businesses in Surprise.

But city leaders are hoping a proposed major amendment to the Surprise General Plan 2035 will not only help solve that problem in the city, it’ll also help bring along needed improvements to 163rd Avenue without having to ask voters to fork over bond money.

Josh Hannon with EPS Group Inc. has proposed a major amendment to change 190.54 acres located south of Pinnacle Peak Road, east of 163rd Avenue, and north of Grand Avenue from commerce and office character area to neighborhood character area.
