Elm Street starts to take shape in Surprise City Center

Plans moving forward as walkable downtown emerges

Just like most Surprise residents who drive by the City Center, Surprise Planning and Zoning Commission Chair Jared Holland had a curious question about the development there.

“We drive by the big chunk of land and wonder what’s cooking?” Holland said at the May 16 Planning & Zoning meeting.

It turns out Scott Phillips, one of the people in charge with developing most of the square mile of vacant land, had an answer.
