What should the Valley do about the uncertainties regarding water sources, especially from the Colorado River?

How can we better recycle our current water supply? Is it time to ration home water use? Can the agricultural industry implement greater water-use efficiencies? Does a massive desalination plant in Mexico make sense to make water-use from the Gulf of California feasible? Should we eliminate grass yards? Should water-consuming data centers be banned? Is it as simple as Southwestern states sitting down and trying again to work out a fair and equitable sharing plan? Are there creative ways to create new water sources, such as a pipeline from Eastern states?
