U.S. Court of Appeals rules in favor of Surprise Police over 2021 arrest

The U.S. Court of Appeals ruled in favor of the Surprise Police Department in a federal lawsuit after a Surprise man claimed he was unlawfully arrested in May 2021.

Jabril Caldwell-Parker alleged the Surprise Police “unjustifiably” arrested him on charges of disorderly conduct at his Surprise home, according to court documents.

Caldwell-Parker claimed his constitutional rights were violated when police conducted what he contended was an illegal search during the incident.
