Cities crack down on recent illegal sober living homes

Surprise resident Viola Mitchell didn’t know it at first, but about five months ago she slowly began to realize she lived next door to an illegal home business.

The visual evidence was obvious: trash piled up outside, an infestation of rats, cars parked in front of the fire hydrant near the house, and worst of all, residents who were clearly intoxicated and wandering in the street in front of her home.

Mitchell learned an unlicensed home for recovering addicts, a so-called sober living home, had sprung up next to her.
