Prop. 312 puts new spin on forcing cities to deal with crises

Arizona voters will have to the chance to potentially punish cities that fail to address homelessness, though not everyone agrees with the approach to dealing with the issue.

Proposition 312 was authored by the Scottsdale-based conservative think tank Goldwater Institute and put on the ballot by the Arizona Legislature allowing property owners to apply for tax refunds in cities that don’t deal with homelessness.

Proponents say it will give property owners protections when cities fail to address public nuisances caused by people experiencing homelessness. Opponents say it will lead to homeless people having their rights violated and leave less tax funding to address homelessness.
