Landowners and Surprise staff combined six different applications for rezoning in the Sycamore Farms planned-area development into one presentation before the Surprise Planning and Zoning Commission April 6.
Designed to simplify the presentation and give an overall view of proposed changes to the square mile, that combination blew up in the faces of all involved.
Following a presentation, public hearing with six resident speakers and lengthy commentary by its members, the planning commission only recommended council approve two aspects of the zoning changes.
