When the Surprise City Council votes to recommend a liquor license to the state liquor board, usually nobody notices.
But when a Surprise man recently asked the city to approve a recommendation to issue a permit for him to run a wholesale tequila business out of his garage, it made the council consider whether such businesses should be allowed in the city — before it ultimately turned down the recommendation.
In his application, Montez Jefferson wrote his company, Royal Distribution would be run out of the third garage at his Surprise Farms home that he bought late last year.
