An emotional Skip Hall called it an “honor and privilege” to serve as Surprise’s mayor for five years and on the City Council for 16 years total as he bid farewell to public life at the Dec. 17 meeting.
Hall presided over his final meeting after a long career of public service that saw the city grow to new heights.
During Hall’s tenure, the city’s population exploded to nearly 160,000 people, and its size expanded to more than 110 square miles. Developments such as the Village at Prasada and the growth at Surprise City Center all happened under his watch as mayor.
