Surprise Council to vote on nixing controversial speaker's rule

With the threats of an Arizona attorney general investigation hanging over it, the Surprise City Council appears ready to eliminate a rule that led to the high-profile arrest of a resident in August — and a lawsuit the city is facing because of the arrest.

The council will discuss eliminating Rule 2(e) from the forms it requires speakers to use when they want to address the council at meetings. The rule bans speakers from lodging complaints against the council or city staff during public speaking sessions at meetings.

That’s what Mayor Skip Hall said community activist Rebekah Massie was doing when he told her to stop speaking during call to the public on Aug. 20.
