A sense of urgency permeated the June 6 public hearing of a major amendment to the Sycamore Farms planned-area development.
It was a month and four days after the Surprise City Council first heard plans of more sweeping changes to the development plan that would have rezoned four parcels. This time it was condensed to one parcel with the most certainty, the most money riding on it — as well as the most complaints from Sycamore Farms residents.
Zoning changes split parcel 11, zoned for 60 acres of commercial development, into parcel 11-A, with 41 acres of commercial development along Cactus Road highlighted by Home Depot, Fry’s Food Store and EoS Fitness, and parcel 11-B, nearly 20 acres of high-density apartments to the south of the Home Depot power center and north of Sycamore Farms houses.
