Surprise council unanimously approves Paloma Creek annexation, OKs rezoning by 6-1 vote

11 county residents speak against nearby development

Following four months of debate, charges and counter charges,  proposals and counter proposals, compromise and intransigence, the Surprise City Council unanimously approved a 10-acre annexation on the doorstep of a Maricopa County neighborhood.

All seven council members voted June 15 in favor of annexing the 9.96-acre parcel dubbed Enclave at Paloma Creek IV, which will now fit into the larger Paloma Creek development of more than 200 acres.

District 1 councilman Roland Winters serves this area of Surprise and also spoke recently eith several nearby county residents, more than 200 of whom signed a petition against the annexation proposal and a related rezoning of the property.  In a June 16 interview, Winters  said he was nonplussed by the crowd of county residents that showed up at the meeting, speaking during formal presentations by city staff, council members and developer representatives.
