Roads deteriorating three to four years after repairs

In the words of city councilman Barry Graham, the condition of Scottsdale’s roads is “deplorable.”

On a scale of 0 to 100 called the pavement conditions index, or PCI, with 100 being a newly paved road, Scottsdale’s streets average a 64.

The national average is 68.
