State senator wants investigation over speaker's rule in Surprise

Kavanagh says city violated law in controversial Massie arrest

Arizona Sen. John Kavanagh wants state Attorney General Kris Mayes to investigate the city of Surprise’s public comment policy after last month’s arrest of resident Rebekah Massie.

Kavanagh submitted a formal request to Mayes on Tuesday to look into the policy after Massie’s high-profile arrest at a Surprise City Council meeting.

Massie was arrested Aug. 20 when she refused to leave the podium when speaking in front of the council. Mayor Skip Hall stopped her in the middle of her comments on a possible pay raise for City Attorney Robert Wingo to tell Massie she can’t lodge complaints against a city employee or the council.
